## Rules agents must follow

- Show the buyer the order_summary before sharing a checkout link.
- Payment handoff options: link, QR code, SMS link, email link.
- Max 500.00 EUR per payment request (500.00 EUR without a key); max 10 per line.
- If a tool returns status "confirmation_required", ask the human, then repeat the call with confirm_token.
- If a tool returns status "needs_human_review", stop; the merchant will follow up.
